The main difference between a 69 ER and a 70 ER is that a 70 is considered a perfect coin with no post-production imperfections visible under 5x magnification, while a 69 may have one or two tiny imperfections that are often difficult to see without magnification. Both are exceptional grades, and many collectors find the visual difference to be minimal. The Early Releases (ER) designation simply means the coin was received by the grading service within a specified timeframe after its official release.
