“COPY” coins are not original mint strikes, but that doesn’t mean they have zero worth. They’re reproductions created for collectors or educational use, and the “COPY” mark keeps them legal under U.S. regulations.
Their value depends on the material and quality. For example, a silver-plated or solid silver reproduction could still be worth something for its metal.
