A Proof Buffalo coin would not be graded as MS70 because the term "MS" (Mint State) is typically used for grading regular bullion coins, not proof coins. Proof coins have their own grading system. So, if you have a Proof Buffalo coin, you would look for a PF grade, not an MS grade.
