Yes! This is an extremely interesting case in which an exception has been made, as outlined in section 31 USC 5112: Denominations, specifications, and design of coins. Despite not having a .995 fineness, the design and significance of Gold American Eagle coins are the reasons they are listed as items eligible for inclusion in an Individual Retirement Account (IRA). There's a reason why this coin is so extremely popular!
